The Spanish Aviation Safety Agency (AESA) ended 2024 with the registration of a total of 119,712 operators of uncrewed aircraft systems (UAS) in Spain, an increase of 27 percent over the previous year. In 2024, 25,679 new UAS operators were registered with the Agency, reflecting the growth and development of the national drone industry.
The territories with the most registered UAS operators are: Andalusia (21,152 registered operators), Community of Madrid (19,153) and Catalonia (14,676).
AESA says the entry into force on June 25 of the new Royal Decree 517/2024 has boosted the sector, establishing a national regulatory framework for the civilian use of UAS consistent with that of the European Union, providing stability and legal certainty to the drone sector in Spain.
This regulation aims to promote the provision of services and economic activity in the sector, favoring the competitiveness of Spanish operators and manufacturers. The measures include changes and regulations within European Union Aviation Safety Agency (EASA) operations, the creation of new UAS zoning, the development of a regulatory framework for U-Space, and the application of a legal framework to non-EASA operations.
Among other developments, 2024 also saw AESA issue the first authorisation for operations with up to 1,000 swarming drones. Currently, UMILES Group and Flock Drone Art are the two authorised Spanish operators.
