The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) intends to issue a sole source Request for Prototype Proposal (RFPP) to Epirus, Inc., for the Generation II Integrated Fires Protection Capability High Power Microwave (IFPC-HPM). The proposed Other Transaction Agreement (OTA) follows the competitively awarded prototype OTA number W50RAJ-23-9-0002. Epirus delivered its first IFPC-HPM system to RCCTO in November 2023, nine months after the initial contract award, and finalised delivery of four systems in March 2024.
RCCTO has a requirement to develop an enhanced GEN II IFPC-HPM prototype incorporating soldier feedback developed from engineering developmental tests into the existing Epirus IFPC-HPM design. IFPC-HPM is a counter-uncrewed aerial systems (C-UAS) weapon system prototype supporting the Army’s larger modernisation strategy for air and missile defence.
The US Army says the GEN II IFPC-HPM prototypes “will increase effective range through increased peak power and configurable polarisation; lethality through waveform advancements; reliability, maintainability, and safety based on soldier feedback on Generation I”.
Initial delivery is planned for Q1FY26 and testing will be supported by spares and contractor logistics support.
“IFPC-HPM is an Epirus, Inc.-developed product with very limited government data rights, therefore US Army RCCTO believes Epirus, Inc. is the only responsible source capable of developing and delivering the prototypes within the required schedule,” the US Army notice on SAM.gov states. “Competition of this effort is not practicable and will not meet mission fielding requirements.”
The notice of intent is not a request for competitive proposals or white papers and no solicitation document will be posted for this requirement. However, the notice adds that “all responsible sources may submit a capability statement demonstrating the ability to provide the requested prototypes, which shall be considered by the agency before the intended award date”. In addition, the Army says subcontracting opportunities may be available and should be sought via contact with Epirus, Inc.
