Around 60 companies and organisations with a UTM interest will exhibit and 40 presentations/discussion events on UTM issues will feature at this year’s World ATM Congress in Madrid between 12-14 March (https://www.worldatmcongress.org/home). Among the exhibitors will be the PANSA UTM system developed by the Polish Air Navigation Services Agency and AirShare, New Zealand’s UTM service for drone flight planning, approvals and management “and is the only platform that allows direct access to air traffic control,” says the company.
Among the more innovative presentations Azerbaijan’s AZANS together with EHang and Abraham Technologies Ltd will highlight its next generation UAV control system which will merge a UAV command control centre and UTM system integrated with an ATC automated system. A SESAR JU walking tour will also highlight two U-space/UTM walking tours of some of the most important demonstrator projects underway in Europe currently.

Although the concepts of UTM and U-space services are still being defined, there is global acceptance that many elements are viable and can be deployed in operational environments, with many functions being tested in the aviation market in 2019. There are many approaches to the integration of drones into the airspace and regardless of how we achieve the goal; there is little argument that unlocking the airspace to allow for routine UAS operations would create significant economic growth opportunities for any nation and will pave the way for more demanding operations like Urban Air Mobility (UAM). To achieve success, capabilities must be deployed as soon as possible to garner widespread community support for true operational services. This session will explore how we can move forward in a manner that manages risk and public perception and does not compromise the safety and equitable access rights for those flying today.

The integration of RPAS in non-segregated airspace is one of the significant challenges aviation must deal with. This work presents a risk-based framework for the integration of RPAS in non-segregated airspace. This framework is based on two time-frames: strategical and tactical. The strategical horizon assesses the airspace design and current air traffic flows to detect which airways favour or inhibit the integration of RPAS. Meanwhile, the tactical horizon analyses the conventional aircraft schedule is planned to operate, it assesses the introduction of RPAS based on risk indicators, and it determines temporary restrictions for their introduction.
15.10 – 15.30 Title: Connecting Drones Safely, Creating a Better Airspace Speaker: Patricia Hervías, Indra
U-Space & UTM are the hot topics in drone world right now. In a very traditional and close world like is ATM and the airspace use, new actors and companies are entering, opening the market and applications. This is a good way to boost the economy and encourage the use of drones for commercial applications, but keeping the safety and security levels for both airspace users and assets on ground become essential. During the presentation, Indra will expose its vision about U-Space and UTM, applying its wide experience in maintaining safety and security in ATM systems to this new UTM world. The possible architecture will be discussed, making emphasis in different solutions, both in the short and in the medium-long term. To finish, Indra presentation will also highlight the integration between both systems, UTM and ATM, especially in critical zones close to controlled airspace or airports and its relationship with C-UAS systems.

By analyzing millions of ADS-B flight tracks and population density patterns from around the world, we’re making new predictive airspace analysis tools to enable autonomous UAS risk assessment. And through thousands of simulations, we’re developing new metrics for characterizing airspace capacity and for understanding UAS failure modes. These advances will allow future UTM systems to dynamically predict and respond to risk factors in our airspace, keeping everything from blood transfusions to air taxis safely separated in our future skies

In the world of Unmanned Air Systems (UAS), the future is almost here; but it can, and must, be shaped still, by working on both the vehicles themselves and the organization of the airspace in which they will be deployed. Added to that, new trends keep emerging, pulling the future in different possible directions (Urban Air Mobility, driverless personal air vehicles, etc.). A study of ongoing efforts to shape the future of UAS shows that these efforts are almost always divided in two categories moving in parallel: work on the vehicle (trying to increase its Technology Readiness Level: its size, endurance, autonomy level, improve its software’s assurance level …); and work on the concept of operations (EASA, EUROCONTROL, SESAR, etc.). The Ecole Nationale de l’Aviation Civile (ENAC) – Groupe ADP – Sopra Steria Research Chair on Drone Systems is helping to bridge that gap, by providing inputs for both vehicle technology and the environment in which they operate. The Chair has a three-year-old background in Detect And Avoid and fault detection and management. Embedded in the ENAC’s Research Lab on Small UAS, it benefits from an environment rich in skill and testing facilities, providing research on topics such as Vertical Take Off and Landing fixed wing aircraft. Added to that, the Chair works on the development of UAS operations within the airport environment, for example for the inspection of radio navigation systems. As a result of this approach mixing both vehicle and environment, the Chair contributes to building some of the blocks of U-space.

Providing a complete local air picture and classification of cooperative and non-cooperative drones is no longer a desirable capability, it has become an absolute must in order to secure and sustain daily airport operations. Concept of Operations which can address the needs of multiple agencies will drive the future developments of system architecture. Rheinmetall Air Defence and Radar System has developed drone defence capabilities for the civilian environment. Our goal is to contribute with our long lasting expertise in dealing with small and smallest aerial vehicles to provide a drone defence in the airport environment, enabling secure airport operations.

Over the course of the last year, DFS Deutsche Flugsicherung and Deutsche Telekom have been working on prototyping UTM in Germany by using UAS detection with “Hook-on devices” and other means of surveillance. A cloud-based environment has been set up using a UTM framework, a staged cloud infrastructure, the DFS multisensor fusion tracker PHOENIX and a number of mobile telecommunication devices. The setup allows cooperative UAS surveillance all over the country, in combination with the surveillance of manned aviation. This functionality is combined with workflows of mission definition, validation, flight permission processing, and post-flight functions like logbook maintenance. Currently the cooperation between UTM systems and drone detection systems (DDS) for uncooperative UAS are being tested. Ralf Heidger will present the architecture, use cases and trial results of this project, and outline the future roadmap in Germany.

SESAR walking tour 11 – Day two
DAY 2: WEDNESDAY, 13 MARCH 2019 TOUR 11: Demonstrating U‐space R&D is underway in SESAR to ensure the safe and secure integration of drones across Europe, within the framework of U‐space, an initiative by the European Commission. In 2017/2018, several demonstrations got underway to show the readiness of U‐space services to manage a broad range of drone operations and related services, and their interaction with manned aviation. Services range from parcel deliveries between two dense urban locations, medical emergencies and police interventions, to maritime search and rescue and forestry inspections.
