European standards agency Eurocae has launched a call for participation to inform interested parties about new activities undertaken by Working Group 105 Unmanned Aircraft Systems (UAS). A guidance document was proposed to be developed in Subgroup 6 Specific Operational Risk Assessment (SORA) with the reference number ED-280A, as it is a revision of the published document ED-280. The deliverable, ED-280A, is titled ‘Guidelines for UAS Safety Analysis for the Specific Category (Low and Medium Levels of Robustness)’.
During 2019 and first quarter of 2020, guidelines for OSO#5 were developed in WG-105 SG-6. These guidelines covered the required safety analysis described in OSO#5 in a proportional way to the risk of the operation (low and medium robustness, which are requested respectively for SAIL III and IV operations in the ‘specific’ category). The designed approach to this subject was done with EASA’s support and they have also contributed to reviewing the content of the developed guidelines.
After ED-280 was published in 2020 and consulting with EASA about further priorities, it was suggested to complement ED-280 to cover additional safety design related aspects of the SORA (e.g., OSO#10/#12 and Step #09 containment requirements), which are reflected in EASA SC Light-UAS Medium requirements 2510 and 2511. ED-280A would thus cover among others:
- guidance on design and installation appraisal (as per OSO#05 assurance criterion)
- guidance for systems for detection, alerting and management of any malfunction, failure or combination (as per OSO#05 integrity criterion for Medium Level of Robustness / SAIL IV);
- guidance on compliance with “no single failure criterion”, as per OSO#10/#12 integrity level for Medium Level of Robustness (SAILs III & IV) for operations in urban environment and enhanced containment requirement; this may include consideration on common cause analysis (CCA) and latent failures.
The resulting guidelines will enhance support to UAS operators and manufacturers in achieving approval for specific operations in Medium Risk (SAIL III and IV). The expertise required is broad knowledge of UAS design, aeronautical safe design, and operations for the specific category and associated standards activity.

WG-105 is tasked to develop the necessary standards to enable safe integration of UAS, or RPAS when controlled and monitored from a Remote Pilot Station (RPS), into all classes of airspace, with due consideration of the emerging European regulatory proportionate risk-based approach, of the related categories of operations (Open, Specific and Certified) and of the industry requirements. WG-105 is also tasked, in cooperation with the Technical Advisory Committee (TAC), to develop proposals for future activities (to be reflected in the Technical Work Programme (TWP)).
WG-105 is organised in six Sub Groups, each working in a specific area. The work performed by the Sub Groups is coordinated by a Steering Committee, which ensures developmental consistency. The current focus areas are:
- Detect and Avoid (DAA)
- Command, Control, and Communication, Spectrum and Security (C3&S)
- UAS Traffic Management (UTM)
- Design and Airworthiness (D&AW)
- Enhanced RPAS Automation (ERA)
